On 15 September 2026, the European Parliament adopted its negotiating position to extend the EU's Carbon Border Adjustment Mechanism (CBAM) beyond raw materials to downstream finished products—explicitly including fasteners, wire, and springs. MEPs voted 464 to 50, with 159 abstentions, and Parliament is now ready to enter negotiations with EU member states on the final text.

What CBAM Does—and When It Bites
CBAM equalises the carbon price paid by EU manufacturers under the Emissions Trading System with that paid by importers of carbon-intensive goods. The timeline:

If suppliers cannot provide verified emissions data, importers must use punitive default values based on the average emission intensity of the highest-emitting exporting countries—making low-carbon, data-transparent suppliers measurably cheaper to buy from. The same vote also tightened anti-circumvention rules—lowering the threshold at which minor product changes qualify as evasion and empowering the Commission to apply the true country of origin's default values where a circumvention pattern is established—and backed a temporary decarbonisation fund (2027–2029) to shield EU producers in export markets.

Which Products Are Covered
The Parliament's position explicitly names finished steel and aluminium goods such as fasteners, wire, springs, and household articles—covering CN code 7318 items: bolts, screws, studs, nuts, washers, rivets, and similar articles. What This Means for Fastener Exporters
1. Carbon data becomes a competitive asset. EU importers will increasingly prefer suppliers who can deliver verified, product-level emissions data. Exporters relying on default values will put their customers at a direct cost disadvantage.
2. Contracts need CBAM clauses. Most export contracts currently say nothing about carbon-cost allocation or data responsibility. Trade authorities recommend adding dedicated clauses covering data-provision obligations, cost-sharing mechanisms, and limited liability for data errors. 3. The vote is a position, not final law. Trilogue negotiations between Parliament, Council, and Commission will determine the final product list and timeline—but the political direction is clear: fasteners enter CBAM, most likely from 1 January 2028.
4. Market diversification matters more. While the EU remains the largest fastener import market, the combination of anti-dumping duties and CBAM is raising entry costs. Manufacturing investment in Southeast Asia, the Middle East, and Africa is accelerating, creating alternative demand channels.
